SEPANG, Malaysia -- The FIA has clarified rules surrounding yellow flags in practice and qualifying, ruling that drivers must abandon a quick lap if they come across double-waved yellows.The issue has its roots in Nico Rosbergs pole position lap at the Hungarian Grand Prix where he set his fastest time despite coming across yellow flags. Following that incident, the FIA said it would red flag qualifying sessions rather than show double-waved yellows, but in Singapore that was not the case when Romain Grosjean spun off at the end of Q2. Unlike Rosberg, Sergio Perez was penalised for setting his fastest time under double-waved despite being able to prove he backed off completely.To offer clarity over what will be allowed in this weekend, the FIA updated its position in the Malaysian Grand Prix event notes with the following rulings.Double waved: Any driver passing through a double waved yellow marshalling sector must reduce speed significantly and be prepared to change direction or stop. In order for the stewards to be satisfied that any such driver has complied with these requirements it must be clear that he has not attempted to set a meaningful lap time, for practical purposes this means the driver should abandon the lap (this does not necessarily mean he has to pit as the track could well be clear the following lap).Perez was also penalised in Singapore for overtaking Esteban Gutierrez under single-waved yellows for Jenson Buttons damaged McLaren. The FIA have also issued a clarification on single-waved yellows to make it clear that passing is only permitted if the other car has obvious damage.Single waved : Drivers should reduce their speed and be prepared to change direction. It must be clear that a driver has reduced speed and, in order for this to be clear, a driver would be expected to have braked earlier and/or discernibly reduced speed in the relevant marshalling sector.
